Background

Why Regulatory Digitalization Is Necessary Now

Under the MDR and IVDR, requirements for data quality, transparency, and documentation are increasing. At the same time, products are becoming more complex, data volumes are growing, and processes are becoming more interdisciplinary. A modern, data-driven medtech regulatory framework requires stable processes, secure information flows, and robust evidence.

External Drivers: MDR, IVDR, Standards, and Monitoring Practices

  • increasing requirements under MDR and IVDR

  • continuous updates to standards and guidelines

  • more rigorous audit and monitoring practices

  • more complex products with software and AI components

  • increasing international requirements

Internal Obstacles: Manual Processes and Dispersed Knowledge

  • manual processes are error-prone and difficult to scale

  • maintaining consistent document versions is time-consuming

  • teams work with scattered information

  • decision-making paths not always clearly traceable

  • lack of process clarity leads to delays

Digital regulatory workflows are a key component of regulatory resilience: They ensure clarity, data quality, and stable processes for meeting the requirements of the MDR and IVDR.

Change & Acceptance

Why Regulatory Transformation Projects Fail

Digital systems support regulatory processes but are not automatically viable. Workflows may function technically, but they do not necessarily meet requirements for traceability, data quality, or accountability. Without regulatory integration and employee acceptance, digital solutions tend to create additional complexity.

Accepatance: Why Teams Work Around the Tool

A common problem is acceptance: If teams aren’t involved or processes aren’t understood, they’ll end up working around the tool. The use of software and AI-powered features requires clear rules, defined roles, and a shared understanding—otherwise, shadow processes will emerge in Excel and email.

From Documents to Data Models: The Cultural Shift in the RA Team

Regulatory professionals sometimes struggle with the shift from document-oriented work to data-driven structures: not having a result “on paper” can lead to dissatisfaction and internal resistance. Transformation therefore always involves getting people on board, clarifying roles, and jointly embedding new ways of working into everyday practice.

That is why transformation is much more than just choosing a tool.
Successful digital transformation means carefully aligning processes and software with one another and tailoring them to your specific regulatory landscape. That is precisely why the Metecon approach is structured in five steps.

Procedure

The Metecon Approach: 5 Steps to a Digital Regulatory Framework

Digital regulatory systems can only function effectively over the long term if technological capabilities are integrated with regulatory logic.

Each phase can be commissioned individually and delivers a verifiable result.

1

Understanding Processes and Developing a Target Vision

Analysis of existing workflows in RA, QM, CA, and Development: decision-making processes, responsibilities, documentation logic, and data flows. The result is a realistic target vision that fits your day-to-day work. Often combined with strategic consulting on market access →

2

Defining Verifiable Requirements

Functional, regulatory, and technical criteria; requirements for traceability, versioning and data models, as well as interfaces—the foundation of any well-informed software selection.

3

Independent Software Selection – Vendor-Neutral

For us, the only factors that matter are regulatory compliance and long-term sustainability: a system that maps your processes, can be integrated into your QMS, and provides a stable foundation for documentation, PMS, and approvals.

4

Implementation, Integration, and Change

From initial configuration through role and permission concepts to the migration of existing content—including training, acceptance efforts, and integration into day-to-day operations.

5

Validation (CSV, GAMP 5, 21 CFR Part 11)

Risk-based planning, test strategy, test execution, and documentation. The result is audit-ready evidence for Notified Bodies and regulatory authorities—learn more about software validation as a standalone service →

Our Commitment to Neutrality—Here’s How We Make Our Selections:

MD & IVD

Transformation for Medical Devices and IVDs—One Path, Two Regulatory Frameworks

The 5-step process is identical for MDR and IVDR manufacturers—the regulatory specifics differ. We map both sets of regulations within the same system, without duplicate structures.

Medical Devices (MDR)

  • Workflows for risk classes I–III: approval logic, notified body interfaces, change management
  • Digital TechDoc in accordance with Annex II/III, including traceability to risk management and V&V
  • PMS/PSUR cycles and vigilance deadlines monitored by the system

In-Vitro Diagnostic Medical Devices (IVDR)

  • Classes A–D with tiered workflow and approval requirements
  • Data-driven performance evaluation: scientific validity, analytical and clinical performance as linked data sets rather than individual documents
  • PMPF data and performance evaluation updates within the same PMS system

Maturity Level Instead of Gut Feeling

We begin by assessing the digital maturity of your regulatory processes—as a solid foundation for prioritization, a roadmap, and a business case. This way, you start where you can make an impact.

Embedding AI in a Regulatory Framework

AI-powered features take some of the burden off teams—but they do not replace regulatory thinking. We ensure that decisions remain transparent and traceable, including in relation to AI regulations and the EU AI Act.

Metrics for Sustainable Impact

Where appropriate, we define metrics to track progress: lead times, approval cycles, and auditability. This is how transformation is embedded in day-to-day operations.

Frequently Asked Questions About Regulatory Digitalization

What does regulatory digitalization mean?

The systematic advancement of regulatory processes, structures, and tools toward digital, audit-ready, and resilient workflows—from analysis and software selection to validated use in day-to-day operations.

How long does it take to digitize legal practice processes?

That depends on the scope and the system landscape. Typically, the process involves defining the target state, requirements, selection, implementation, and validation in clearly defined phases, each of which can be contracted separately.

Does regulatory software need to be validated?

Yes. Systems for RA, QM, PMS, or documentation require risk-based computerized system validation (CSV) in accordance with GAMP 5 or 21 CFR Part 11—with audit-ready evidence for notified bodies and regulatory authorities. As a rule, large portions of the software are validated by the vendor—only the customer-specific configurations need to be validated in-house.

What is the difference between transformation and resilience?

Resilience describes the desired state: stable, sustainable regulatory structures. Transformation describes the path to achieving that state—including digitalization, change management, and validation. Learn more on the Regulatory Resilience page.
